The officials involved waited before informing their superiors in the hope that the discs would be found.. And this would mean it was OK? Unless the discs had never been lost there's surely a risk of unauthorised access, copying etc. One can't help wondering if other information has been lost and subsequently found.

News item the first: GAH. Similar things have happened here, more than once, and each time the officials involved apologize and sack some minor functionary and we're all supposed to forgive (and forget). Grrrrr....

I think you'll find that, according to the Laws of Officialdom, if something that should not have been lost turns up, it is officially declared "Never Lost". At least until the data on it demonstrably turns up somewhere it should never have been.
