A friend's been given a PDA for Christmas: it runs Windows CE and thus I don't have a clue about the software available. But I know quite a few of you use Windows CE devices ...

Can anyone recommend, preferably as shareware / freeware:
* a text-editing program which allows files to be locked? (The demo she's downloaded is 13MB: surely there are smaller ones ...)
* an offline web reader, something along the lines of JPlucker?
* an ebook-maker, along the lines of Dropbook, which will convert text files into ebooks?

For an offline web reader/ebook maker, iSilo runs on Pocket PC as well as Palm. It's not free, but it's not very expensive.

Based on reserach done August 2003 or so, YMMV. for MS Reader - on all Win CE PDAs - you can make books from Word for free. Install the Reader add-in (http://www.microsoft.com/reader/downloads/rmr.asp) and you’ll see a Reader button on the Word toolbar and a Read command on the File menu; click the button and choose whether you’re sending it to your PDA or reading on your PC. If it's still there, the online tool at www.ebookexpress.com creates .LIT files from HTML, Word documents or text files. There's free ReaderWorks Standard software from www.overdrive.com/readerworks/downloads.
